Professional administrative exam for secondary and higher education

LAW OF DEPOSIT

Secondary school qualification. A person who has six months' professional work experience – meaning work experience undertaken after completing secondary school in roles requiring the qualification they hold.

Higher and tertiary education qualifications. A person with one year of professional work experience – meaning work experience gained after completing their higher or tertiary education qualifications in roles requiring the qualifications they hold.

Note: It is not necessary for the work experience to have been gained in the administrative bodies of BiH, the services, bodies and institutions of the Council of Ministers.

Conditions for sitting the examination

The candidate is required to submit the following documents to the Ministry of Justice:

  • Written request for sitting - the form can be found on the website of the Ministry of Justice of BiH

  • Proof of completed schooling – a certified copy of the diploma or certificate of completion of secondary education. If the diploma was obtained outside Bosnia and Herzegovina after 6 April 1992, a certificate of its nostrification must also be provided.

  • Proof of completion of a traineeship, or of professional work experience – to be demonstrated by a certificate or confirmation issued by the employer with whom the candidate gained the required work experience.

  • For female applicants who have changed their surname since graduating or finishing secondary school, it is necessary to also provide a birth certificate.

  • proof of payment of 300.00 KM (candidates must submit the proof of payment no later than three days from the date of receipt of the Decision in order to attend the appointment)

The application for the examination, together with the required documentation, may be submitted by post to the address: Ministry of Justice of BiH, Trg BiH 3, 71000 Sarajevo, or delivered to the protocol office of the Ministry of Justice of BiH.

Note: The certificate or confirmation of work experience must state that the candidate has gained the required work experience in the educational qualification for which they are applying to sit the professional examination.

If the candidate submits a proper application, the Minister of Justice of BiH will issue a decision approving the sitting of the professional examination, which will specify the date, time and place of the examination. The decision is sent to the candidate by recorded delivery, and the list of candidates and the examination dates are published on the Ministry of Justice's website.

The candidate will be scheduled to sit the professional examination within the next month of applying.

NOTE: The candidate is obliged to sit the professional examination at the date and time specified in the Ministry's decision. A candidate who has postponed the professional examination must pay an additional 25% of the established fee for each subsequent examination date approved.

A candidate may postpone a scheduled professional examination date by written request, up to a maximum of twice within 60 days of the original date. If the candidate fails to sit the professional examination at the scheduled time even after the second postponement, they shall be deemed to have withdrawn their application to sit the examination and shall forfeit any right to a refund of the fee paid.


LAYING PROGRAM

The professional examination covers the following subjects:

a) Foundations of the constitutional system and European integration,

b) Principles of administration in BiH,

c) Administrative procedure and administrative litigation

d) Employment relations,

e) Office administration in the administrative bodies of BiH, and in the services, bodies and institutions of the Council of Ministers of BiH.

The professional examination consists of a written and an oral part.

The written part of the examination represents the practical application of legal provisions. When selecting tasks for the written section of the professional examination, candidates with higher education are given a written assignment on the most complex duties, those with upper secondary education on complex duties, and those with secondary school education on simpler administrative matters.

When preparing the written assignment, the candidate may only use laws and subordinate regulations.

The oral part of the examination is taken before an Examination Board consisting of five members, appointed by the Minister of Justice of Bosnia and Herzegovina.

Note: If a candidate fails to sit the professional examination on the day designated for it, or if they declare their withdrawal from the examination on the day before the scheduled date, they shall be deemed not to have sat the examination.

Certificate of Passed Examination

The Ministry of Justice of Bosnia and Herzegovina issues a certificate of passing the professional examination to the candidate who has passed it, which is sent by registered post.
