Main features of the project

The main features of the project make the BiH Institution for the Execution of Criminal Sanctions, Detention and Other Measures more modern and secure than any other institution of a similar purpose in the country or on the Balkans.

This will be the only prison facility at the level of BiH that will meet European standards for the accommodation of convicted prisoners, which is particularly significant considering that the existing entity prisons are characterised by overcrowding and inadequate capacity. The BiH Centre for the Execution of Criminal Sanctions for Detainees and Other Measures, with a capacity of 348 places, will house convicted prisoners (298 people) and detainees (50 persons) of the BiH Courts. These are the most dangerous convicts and detainees, war criminals and other serious offenders in all forms of crime. The facility will have a net floor area of approximately 24,000 m². A special block will be built for aggressive inmates, and if necessary, all necessary medical care will be provided without them having to leave the prison grounds.

The initial project estimated that the construction costs would amount to around 30 million KM. However, following an analysis, this project was rejected as it did not meet European standards, which was one of the conditions for obtaining the loan. The construction costs, according to the new project, which is aligned with European prison standards, were estimated at around 56 million KM. By a decision of the Council of Ministers of BiH in November 2010, the Project for the Construction of the Institution for the Execution of Criminal Sanctions, Detention and Other Measures of BiH was included in the Programme of Multi-Year Capital Investments.

Compliance with the latest standards, in terms of providing around 60 m² of gross floor area per prisoner (the cell area is 12 m²), has increased the total area of the facility, and consequently the estimated cost of constructing the new facility has also increased compared to the initial plan. This amount also includes, which was not the case in the original project, the construction of access roads, the installation of high-level security systems, the delivery of equipment, the normalisation of prison life, as well as the training of future employees. The new project also includes energy efficiency and environmental protection measures, which were not foreseen in the previous cost estimate.

The project to build the Institution for the Execution of Criminal Sanctions for Detention and Other Measures in Bosnia and Herzegovina is financed from domestic, donor and loan funds.

The structure of the Project's sources of financing is as follows:

  • 6.45 MEUR from the budget of the institutions of BiH (land value 1.3 MEUR)

  • 11 million EUR in donor funds (IPA and the Kingdom of Sweden)

  • 1.7 million euros in technical assistance from the European Commission

  • 19.3 million euros loan from the Council of Europe Development Bank

  • 1.1 million USD for training future employees (US Embassy in BiH)
