Activities so far
Work on the new project for the construction of the Prison Service began in 2010. The new project was drawn up at the request of the European Commission, which was a condition for obtaining a loan from the Council of Europe Development Bank. The previous project was rejected because it did not meet European standards.
Since the start of the new project's implementation, all activities have been carried out according to the planned schedule.
During the previous period, numerous preparatory works required for a capital investment were carried out, ranging from extensive technical to construction works, namely:
Preparation of occupational health and safety and fire protection documentation.
Preparation of a report on geomechanical soil tests and geothermal well tests,
Construction of an access road with associated infrastructure and installation of street lighting,
completion of technical documentation and the technical documentation review process,
Demining of part of the site designated for the construction of the State Prison,
Obtaining a building permit.
The primary activity of the Project Implementation Unit is currently related to conducting the tender for the execution of works and supervising the works. The Unit prepared the tender documentation within the stipulated deadlines, and the successful completion of these activities was a necessary prerequisite for the further implementation of the project. The main objective of the Unit with regard to these activities is to ensure a level playing field in the public procurement process, for both domestic and international bidders, whilst taking into account the scale and complexity of this project.
