Completed First Round of Monitoring the Implementation of Justice Sector Reform Strategy in BiH



24.03.2009 - Functional working groups for monitoring the implementation of Justice Sector Reform Strategy in BiH have completed the first round of joint activities on the implementation of measures and provision of expert opinions and proposals for solving the key reform issues in the justice sector. It is the implementation of strategic plan for the improvement of entire judicial system in our country, which is jointly being carried out by Ministry of Justice of BiH, as well as Ministries of Justice of entities, Brčko District, cantons and High Judicial and Prosecutorial Council.  

At first working meetings of the functional working groups for monitoring the implementation of Justice Sector Reform Strategy, measures from the following areas were proposed: judiciary, execution of criminal sanctions, access to justice, international legal assistance, support to the economic development, establishment of effective organizational structures and work on the harmonization of legislation with the European Union. All competent institutions are obliged to deliver, by the end of the month, reports on the realization of concrete measures for the implementation of activities by individual strategic programs.

Key strategic programs are: independence and harmonization, efficiency and effectiveness, accountability and professionalism, management of system for execution of criminal sanctions, prison overcrowding, application of international standards, international legal assistance and cooperation, free legal assistance and access to information, care of court users and role of civil society, mediation and other forms of alternative dispute resolution, land administration reform, coordination of competencies, strategic planning and policy development and donor coordination and EU Integration.  

Monitoring of progress in the implementation of planned reform processes, which is of the common interest to the justice sector in BiH, is also ensured through the regular conferences of Ministers of Justice in Bosnia and Herzegovina.
