The Third Meeting of the Structured Dialogue on Justice

The third meeting of the structured dialogue on Justice between representatives of the European Union and Bosnia and Herzegovina was held 5th to 6th July 2012 in the building of the Government of the Federation of Bosnia and Herzegovina in Mostar. The meeting was attended by Ministers of Justice of state level, entities and invited Cantons, and the presidents of the High Judicial and Prosecutorial Council of Bosnia and Herzegovina and the Judicial Commission of Brčko District of Bosnia and Herzegovina. The meeting was led by Bakir Dautbašić, Chairman of the Working Group for Justice and Home Affairs and Pierre Mirel, Director of Directorate C Directorate General for Enlargement of the European Commission.
Ministry of Justice of Bosnia and Herzegovina, during the two-day meeting, the representatives of the European Union gave information about the documents sent to the Presidency of Bosnia and Herzegovina in order to clarify the legal basis for jurisdiction in respect of completion Protocol on exchange of information and evidence in war crimes with Serbia and the state of negotiations with the countries of the region, including the expected time frame for concluding the Agreement on Extradition.
Information provided to the European Commission were about the current status of the draft: the Law on the Establishment of the Appellate Court of Bosnia and Herzegovina, Law on Amendments to the Law on Court of Bosnia and Herzegovina, the Law on Free Legal Aid, including a report on the adoption of legislation on free legal aid in the cantons and inspection activities on the harmonization of laws on civil procedure in Bosnia and Herzegovina.
The meeting agreed on the funds of IPA 2012/2013, to support the justice sector in Bosnia and Herzegovina by the European Union.
The meeting also discussed the establishment of a High Security State Prison and the Special Hospital for Forensic Psychiatry in Sokolac.
Recommendations from the meeting will be subsequently delivered to the participants.
