Specific Steps for Placement of Forensic Patients Agreed On



Novembar 20, 2008 - On the initiative of the Ministry of Justice of BiH, a meeting was held at Sokolac, where specific steps for the establishment of Forensic Psychiatric Ward next to the Psychiatric Clinic of Sokolac were agreed. The Forensic Psychiatric Clinic will be an institution for confinement of inmates needing psychiatric care.

The Ministry of Justice of BiH, the Ministries of Justice and Health of the Republika Srpska, the Ministry of Justice of the Federation of BiH, the Municipality of Sokolac and „Podromanija Sokolac“ Psychiatric Clinic, agreed on the key actions to be taken to solve property issues and functioning of the special purpose facility at Sokolac.

In accordance with an earlier conclusion of the Council of Ministers of Bosnia and Herzegovina and positions taken by the Entities, the Municipality of Sokolac and Psychiatric Clinic, it was agreed that the Ministry of Justice of BiH will draft a proposal agreement between the Entities about equal conditions of placement of all forensic patients from Bosnia and Herzegovina in a future specialized institution to be founded by the Republika Srpska Government. 

The Ministry of Health of the Republika Srpska in cooperation with the Ministry of Justice of the FBiH and the Ministry of Justice of BiH will review the decision on the establishment of the project implementation unit and make a working version of a new decision with a view to effectively spending the donation recieved.

A detailed project for the reconstruction of the facility built for the purpose at Sokolac will be submitted to the RS Ministry of Health for information and consultation about the proposed solutions. After the agreement about equal conditions of placement of all forensic patients and the project implementation, the Ministry of Health and Social Security and the RS Ministry of Justice will give guarantees of the RS Government that the facility built for the purpose of forensic psychiatric ward will be completed and put into operation.
The Municipality of Sokolac will finalize the transfer of property - the facility built for the purpose next to the Psychiatric Clinic of Sokolac - to the Republika Srpska Government.

 

The preparations for an international invitation to tender for the reconstruction will be resumed and the invitation to tender will be published. The agreed activities will create conditions for materialization of the Swiss donation for reconstruction and establishment of the Forensic Psychiatric Ward.
