Presented Process of BiH Justice Sector Reform Strategy Implementation



09.04.2009. - At the regular informing meeting, Ministry of Justice of BiH presented to the representatives of donors and local coordinators the process, mechanisms and results of monitoring the implementation of BiH Justice Sector Reform Strategy, and the process of improving donor coordination. Attendees were informed about the results of work of the functional working groups for the implementation of Strategy, with the announcement that the first quarterly report on the implementation of concrete measures from the strategic programs will be completed by the end of the month.

We remind you that during the first round of work of the functional working groups, the joint activities were defined in the implementation of measures and provision of expert opinions and proposals in the following areas: judiciary, execution of criminal sanctions, access to justice, international legal assistance, support to the economic development, establishment of effective organizational structures and work on the harmonization of legislation with the European Union. It is related to the implementation of strategic plan for the improvement of entire judicial system in our country, which is jointly being carried out by the Ministry of Justice of BiH, Entity and Cantonal Ministries of Justice, Judicial Commission of Brcko District and High Judicial and Prosecutorial Council of BiH.

Activities for the improvement of donor aid coordination in the justice sector were also presented to the donors and local coordinators. During the previous period, Sector for strategic planning and donor aid coordination created unique database in the justice sector and Monitoring and Evaluation Report on Aid Effectiveness at Justice Sector in BiH, and initiated establishment of a forum of officers responsible for the donor aid coordination. Process for establishing a joint donor fond for the Justice Sector Reform Strategy implementation was also initiated. At the meeting, all justice sector institutions and donors were called to join this initiative in order to make the fund operative by January 2010.

Entity Ministries of Justices and Judicial Commission of Brcko District were asked to deliver, as soon as possible, their replies to the letter of the Minister of Justice of BiH, where they would state whether they accept the offer for providing technical assistance in the preparation of their strategic plans and strengthening of capacities for strategic planning, aid coordination and EU integration.
