Council of Ministers Adopted Bosnia and Herzegovina Justice Sector Reform Strategy

June 24, 2008 – Council of Ministers of Bosnia and Herzegovina has adopted Bosnia and Herzegovina Justice Sector Reform Strategy, the document that contains detailed plan for the development of whole judicial system in our country. This is the first comprehensive Reforms Action Plan, which foresees 69 agreed measures and activities for the development of more qualitative, responsible and effective Judicial Sector in the entire Bosnia and Herzegovina.  

Plan is made on the basis of analysis of the current situation in the Justice Sector, i.e. in the areas whose reform is the priority for Bosnia and Herzegovina in the following five years: judiciary, execution of criminal sanctions, access to justice, support to the economic development, establishment of the effective organizational structures and harmonization of legal regulations with the European Union. Strategy foresees, among others, measures for reducing the number of unsolved court cases, measures for solving the problem of overcrowding the prison capacities, etc. 

Besides Ministry of Justice of Bosnia and Herzegovina, Entities, Cantons and High Judicial and Prosecutorial Council of B&H, in drafting of Justice Sector Strategy were also included representatives of the professional associations of judges and prosecutors, bar associations, associations of mediators and other non-governmental organizations. Strategy was also in the process of public consultations, which enabled to all citizens and legal persons in Bosnia and Herzegovina to be included in its drafting, by giving opinions, comments and suggestions.   

Government of Brčko District has already adopted the Justice Sector Reform Strategy, and after its adoption by the Entity Governments, concrete realization of planned strategic measures can be started.
