Minister Bunoza at the Ministerial Conference on Public Administration Capacities for EU Integration in Podgorica

On 24 September 2025, a ministerial conference was held in Podgorica on the topic “Capacity of public administrations for EU integration and beyond,” dedicated to strengthening the legal framework and public administration capacities to ensure successful integration processes and future membership of countries from the region and the Eastern Partnership in the European Union. The initiative to organize the conference was launched by the European Commission together with the SIGMA programme, led by the Organisation for Economic Co-operation and Development (OECD).

The conference was attended by ministers of justice and public administration from Western Balkan countries, representatives of the EU Eastern Partnership, and senior officials from the European Commission, SIGMA, and the OECD. Special participation in the Conference had representatives of regional organizations and international partners supporting public administration reforms.

The Minister of Justice of Bosnia and Herzegovina, Davor Bunoza, emphasized that for BiH on its European path, it is crucial to focus on:

·         the professionalization of public administration,

·         retention of qualified personnel, and

·         digitalization of processes.

He stressed that reforms must be accelerated and specifically highlighted amendments to the Law on Administrative Procedure of Bosnia and Herzegovina and the adoption of a new Law on Civil Service in BiH institutions as important steps toward building a modern, efficient, and stable public administration.

“Only through decisive reforms can Bosnia and Herzegovina build a stable and modern state, capable of responding to the challenges of European integration and ensuring the well-being of its citizens,” stated Minister Bunoza
