The Ministry of Justice of Bosnia and Herzegovina, jointly with other institutions of the justice sector in Bosnia and Herzegovina, has initiated drafting a Strategy for the Reform of the Justice Sector in Bosnia and Herzegovina for the period from 2021 to 2027.



The Ministry of Justice of Bosnia and Herzegovina, jointly with other institutions of the justice sector in Bosnia and Herzegovina, has initiated drafting a Strategy for the Reform of the Justice Sector in Bosnia and Herzegovina for the period from 2021 to 2027. In the first phase, which took place from January to June 2020, an analysis of the situation in the justice sector in Bosnia and Herzegovina was performed and the methodology for drafting the strategy was agreed.

In the second phase of the strategy, which is planned to be carried out in the period from July to December 2020, a working methodology will be applied that will ensure consultation and participation of all justice sector institutions in BiH, representatives of the professional community, civil society organizations, international organizations and donor community. In the process of drafting the Strategy, the institutional structure established for monitoring and reporting on the implementation of the previous strategy will be utilised, which will greatly facilitate the consultation and information process. For each of the five strategic areas of reform identified (Judiciary, Enforcement of Criminal Sanctions, Access to Justice, Contribution to Economic Growth and a Well-managed and coordinated sector) previously established functional working groups will be used. Their task is, via the Technical Secretariat, to provide the Ministerial Conference with proposal of long-term priorities for each of the strategic area, strategic programs to address the most important issues within the strategic area, deadlines for the implementation of strategic programs, institutions responsible for their implementation, and implementation indicators, including the 2021 Action Plan by December 2020.

The preliminary draft of the strategy will be presented to the public, in order to provide comments and suggestions, in September 2020, via the eConsultation web platform.

The Ministry of Justice of Bosnia and Herzegovina will inform the public about all phases of the strategy development through its website and media. We invite the public to engage in public consultations in September 2020 in order to obtain the highest quality strategic document for the justice sector in Bosnia and Herzegovina.
